Although it comes packed with just a few options, most of them are advanced, primarily. 8/16/24/32 bit and DXT Extended Bitmap Manipulation for FS2000, FS2002, FS2004, FSX, CFS2 and CFS3. Also supports DDS and many other game texture formats. Program building on the knowledge gained with Bmp2000 and specialised for the 16 bit versions of the Extended Bitmap. 2. GIMP for Windows

This image editor is open source and it was developed first for Unix/Linux. Its features and interface are very similar to the ones of Photoshop, which is why it was called “free Photoshop”. It is a beta software, volunteer developed it does have issues concerning frequent updates and stability. Still, there are many users who prefer working with GIMP on Windows.

Windows has its own photo manipulation software for the 2000, XP, Server 2003 and Vista versions and it is called Paint.NET. The software was developed at the Washington State University, having the support of Microsoft. The alumni who first worked on it are also the ones who maintain and update it. The full version of the software is PhotoPlus and the price for it is quite modest.
